Job Description
The Business Support team seeks to appoint a Compliance officer.
You will be responsible for regulatory compliance within Logistics Compliance
- Develop, initiate, maintain and revise policies and procedures for the general operation of the regulatory compliance
- Collaborate with other departments to direct compliance issues to appropriate existing channels for investigation and resolution; in particular, to liaise on a regular basis with the Logistics Operations Manager and various internal departments (Strategy, Finance, HSE).
- Consult with Legal and Governance division as needed to resolve difficult legal compliance issues.
- Identify potential areas of compliance vulnerability and risk, develop and implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future.
- Provide reports on a regular basis, and as directed or requested
- Ensure the successful resolution of issues between the department and the other departments, support/specialist staff, line management by resolving the problems so as to achieve successful and correct business outcomes.
- Prepare information for submission to regulatory authorities e.g. NERSA, RSR, DOE
- Prepare and submit any operational information as and when required to Paris Head Office
- Prepare and submit any relevant license and permit applications as and when required.
- Develop and maintain legal/license register within the context of Logistics Operations.
- Develop, maintain and communicate list of legislative updates promulgated within the context of Logistics Operations.
- Attend the RSR self-assessment audits and ensure that the findings from the audit are addressed by the relevant depots.
- Manage all Joint Venture/Throughput agreements within the Logistics Department (Durations, tariff adjustments)
HSEQ
- Ensure constant adherence and compliances to the Companys HSEQ and security standards, any local by-laws and government legislation so as to minimize all risk pertaining to the companys assets, be an excellent corporate citizen and ensure the safety of all people.
Governance
- Ensure effective risk management and internal control, including asset management, for area of responsibility.
Context and environment
- The petroleum industry operates within a highly competitive regulated framework and needs to comply with certain laws. You as the compliance officer will be working hand in hand with the Logistics and Technical Departments Commercial Law & Finance division to translate the new legislation and update our policies and procedures to counteract new developments resulting from these new laws.
- The industry is changing to an environment which is faced with increased regulations and compliance.
Accountabilities
- All the activities are driven to achieve key business objectives; conduct all work in the safe manor, adhere to local legislations and Group standard and adhere all internal process with implementation of efficient controls of expenditures.
- You will ensure compliance to all Regulatory (i.e. NERSA, RSR), industry and quality standards, policies and procedures for optimized delivery in line with strategic requirements of business. He/she must also enhance strategic customer service deliverables.
- Ensure that all Contractual agreements (Joint Venture/Throughput) are managed and updated as and when required

Candidate profile
- 3-year tertiary financial qualification and/or 5 years operations experience. Legal background would be an advantage.
- Extensive experience in the Oil Industry.
- Competencies: Analytical ability; attention to detail; computer literacy; ability to work under pressure; communication skills (written and verbal); interpersonal skills and planning and organising.
